Where Procurement Budgets Go Wrong on Tea Packaging #

A brand we worked with in early 2023 came to us with a quote comparison: three Chinese suppliers, unit prices ranging from $0.034 to $0.061 for a 25-count retail carton with individual overwrapped bags. They wanted to know why the spread was so wide. After reviewing the specs, the cheaper quotes were built on 38gsm unbleached kraft inner sachets, single-layer board at 270gsm for the outer carton, and no moisture barrier in the overwrap. The $0.061 quote used 48gsm heat-seal-grade filter paper, a 3-ply laminate overwrap with an aluminium oxide coating, and 350gsm SBS board.

Those aren’t equivalent products. But a procurement sheet that only compares unit prices would treat them as interchangeable.

The gap between a $0.034 and a $0.061 unit price almost always traces back to three decisions: substrate specification, carton board grade, and whether the overwrap barrier layer is engineered for the actual distribution environment. When a brand locks in on a low unit price and specifies up later — after customer complaints or a failed shelf-life audit — the retooling cost typically runs 2–4x what the original spec upgrade would have cost, because you’re changing laminate structure mid-production run and reprinting cartons.

The risk compounds when you’re sourcing from a supplier who quoted you a generic spec rather than a validated one. Our incoming inspection protocol, which we run under what we call our QC-F12 material verification form, flags filter paper lots that don’t meet wet tensile strength ≥45 N/m per ASTM F88 — a spec that gets quietly downgraded in low-price quotes.

The Parameters That Drive Your Actual Cost Per Unit #

Four variables dominate tea packaging cost, and they interact in ways that aren’t obvious from a line-item quote.

Filter paper grade is the single highest-impact input for pyramid and flat bags. Heat-seal grades run 16–19gsm for the bag material itself, compared to string-and-tag flat bags which use 13–16gsm abaca/wood pulp blends. The per-kg price difference between an entry-grade 13gsm and a food-contact compliant 17gsm heat-seal paper (certified under FDA 21 CFR 176.170 for aqueous food contact) is roughly $2.80–$4.20/kg, which translates directly into per-unit cost once you factor in the bag forming conversion waste of 8–12%.

Overwrap laminate structure is where opinions differ most in our category. Some converters run a simple 2-layer BOPP/PE laminate at 30–35 microns total for cost-sensitive SKUs. Others insist on a 3-layer PET/VMPET/PE structure at 55–65 microns for any product with a 24-month shelf target. We use the 2-layer option for domestic-distribution products with shelf life under 12 months, and specify the 3-layer minimum for any product going into humid markets (Southeast Asia, GCC) or retail channels where temperature cycling is likely. The WVTR difference is measurable: a 2-layer BOPP/PE at 35 microns typically achieves 3–6 g/m²/day at 38°C/90%RH, while a PET/VMPET/PE structure brings that to 0.3–0.8 g/m²/day under the same conditions. For a 24-month shelf target, only the second option is defensible.

Outer carton board grade is commonly underspecified. We see buyers accepting 280gsm folding boxboard on retail tea cartons that need to survive ocean freight in a master shipper. Our minimum for a standard 25-count tea carton going into export channels is 350gsm SBS or equivalent white-lined chipboard, with a burst strength ≥200 kPa per GB/T 6546. Below that, corner crush failures in transit are common, particularly in reefer containers where humidity fluctuates.

Order volume and SKU count shape your cost as much as material spec. Our MOQ for a standard tea bag carton program runs 10,000 units per SKU for screen/flexo print and 20,000 units per SKU for offset litho. Below those thresholds, setup amortisation pushes unit cost up by 15–30%. Brands with 6–8 SKUs in a range can reduce average unit cost by 12–18% by consolidating to a common carton footprint with variable print panels — a structural decision that pays for itself within the first two production runs.

Procurement Decision Framework — Conditional Logic for Real Buying Scenarios #

If your shelf-life requirement is 18 months or longer, the laminate specification is non-negotiable regardless of what a low-price quote proposes. We’d always run an accelerated shelf-life validation per ISTA 2A protocol before commercialisation, and any overwrap that hasn’t been tested to that target at your actual distribution humidity should be treated as unvalidated. The cost delta between a compliant 3-layer laminate and a non-compliant 2-layer structure is typically $0.004–$0.008 per unit — less than the cost of a product recall or a single Amazon listing suspension.

If you’re running a hero SKU plus 4–6 seasonal or limited-edition variants, stocking strategy matters more than per-unit price. Our recommendation: carry 60–90 days of stock on the hero SKU at full run quantity (minimum 20,000 units), and budget the seasonals as print-on-demand runs at 10,000 units with a 20–25% unit cost premium. Trying to stock all variants at full run quantities ties up working capital in slow-moving SKUs and creates obsolescence risk when formulations change.

If you’re sourcing from multiple suppliers across tea bag component types (bags, overwraps, outer cartons), your TCO calculation needs to include landed freight consolidation. Splitting bag supply from carton supply between two factories in different provinces adds $0.8–1.4 per master carton in logistics cost, plus coordination overhead that typically costs 3–5% of order value in project management time. Consolidating to a single-source supplier who handles bag forming, overwrapping, and carton packing under one roof reduces that exposure — though it introduces supplier concentration risk that should be mitigated with a secondary qualified supplier for any SKU above 50,000 units/month.

If your brand operates across EU and US markets simultaneously, both EU Regulation 10/2011 (plastic food contact materials) and FDA 21 CFR 176.170/177 apply to your packaging components. These aren’t always identical in their permitted substance lists. Specification Notes for Brand Partners #

When you brief us on a tea bag packaging program, the first things we need are: product format (pyramid vs flat vs round), count per retail unit, target shelf life, and primary distribution markets. Those four variables determine laminate spec, board grade, and whether a moisture barrier is needed in the outer carton liner.

The most common gap we see in incoming briefs is missing humidity data for the destination market. A 25-count retail carton that performs fine in UK retail conditions can fail in Singapore or UAE within 6 weeks if the board grade and overwrap weren’t specified for 75–85% RH ambient storage. Our typical sampling timeline for a complete tea bag packaging set (bag, overwrap, carton) runs 18–22 working days from approved brief and material confirmation. That extends to 28–35 working days if custom embossing, foil stamping, or a new laminate structure is involved. Colour-critical work — particularly if you’re matching a brand standard under Pantone or a G7-calibrated proof — adds 3–5 working days for press proofing sign-off.

FAQ #

What’s the realistic landed cost difference between a 2-layer and 3-layer overwrap when I account for everything?
On a 20,000-unit run for a 25-count carton program, the 3-layer PET/VMPET/PE overwrap adds roughly $0.005–$0.009 per retail unit over a 2-layer BOPP/PE. Across a 20,000-unit order, that’s $100–$180. Against a shelf-life failure or a spoiled shipment, that delta is negligible — but for a domestic short-shelf product it’s a real cost that doesn’t need to be paid.

Can I meet FDA 21 CFR food contact requirements using a Chinese-sourced filter paper?
Yes, provided the paper mill supplies a migration test report against the relevant sections of 21 CFR 176.170. We qualify filter paper suppliers using that standard as part of our QC-F12 material verification form, and we’ve worked with several GB/T-compliant mills whose test data maps cleanly to the FDA framework. The gap tends to appear with smaller mills that run unbranded stock — those should be avoided without full documentation.

How should I think about MOQ when I have 8 SKUs in a tea range?
It depends on whether your carton footprints are standardised. If all 8 SKUs share a common box structure and differ only in print, you can run a single die and change only the print plates — that makes 10,000 units per SKU workable. If each SKU has a different count, a different insert configuration, or a different carton depth, you’re effectively running 8 independent projects and the MOQ economics stack independently for each.

What does a TCO model for a tea bag packaging program actually need to include?
Unit price, inbound freight (by weight and volume — tea cartons are volume-sensitive), import duty rate for your market, warehousing cost per unit per month, and obsolescence risk on slow-moving SKUs. We’d also add the cost of a compliance documentation package if you’re entering EU or UK retail — that runs $600–$1,200 per material type for a full migration and food-contact dossier, and it’s a one-time cost that amortises across the program lifetime.

Is 350gsm SBS board always necessary for export tea cartons, or can I go lower?
For ocean freight in standard containers, 350gsm is our minimum — we’ve seen 280gsm boards develop corner deformation on 4-week transits, particularly if the master shipper is stacked more than 4 high. Laminate gauge reduction (where shelf-life data permits) is the third option, but only with validated test data backing it.

Do Chinese tea packaging suppliers typically carry FSC certification?
Some do, some don’t. FSC chain-of-custody certification (FSC-STD-40-004) is increasingly expected by EU and UK retailers and adds a small but real audit cost to suppliers who maintain it. Our board and paper supply chain includes FSC-certified options for all standard grades; non-certified supply is available at 3–6% lower material cost, but it’s unsuitable for any brand with a retailer sustainability requirement.
