Overview #
When a brand partner asks us to source “certified sustainable board” for their packaging, the first question we ask back is: which certification scheme, and what claim language do you need on the pack? FSC, PEFC, and SFI are not interchangeable — they have different chain of custody (CoC) models, different on-pack claim rules, and different market acceptance profiles across the US, EU, and Asia-Pacific. Brands in the EU market increasingly face pressure from the Packaging and Packaging Waste Regulation (PPWR) to substantiate environmental claims with traceable documentation, which makes CoC selection a compliance decision, not just a marketing one. We hold active FSC CoC certification (FSC-C[our code]) and source PEFC-certified board through our verified mill supply chain — this article explains how we manage claim integrity from mill to finished pack.
Chain of Custody Models: How Certification Flows Through Our Supply Chain #
The three major schemes use structurally similar but legally distinct CoC models. Understanding which model applies determines what percentage of certified fibre must be present in the board we specify for your job.
FSC operates under three CoC transfer systems: 100% certified, FSC Mix (minimum 70% certified or controlled wood), and FSC Recycled (minimum 85% post-consumer reclaimed fibre by weight, per FSC-STD-40-004 v3-1). When we run a job under FSC 100% claim, every reel or sheet we pull from our warehouse must carry a valid FSC transaction certificate traceable to a certified mill. Our internal CoC audit log records supplier CoC certificate numbers, expiry dates, and delivery note references for every certified stock intake.
PEFC uses a similar percentage-based system under PEFC ST 2002:2020, requiring a minimum 70% PEFC-certified fibre content for the PEFC trademark to appear on pack. PEFC is the dominant scheme in European markets — over 320 million hectares of forest are PEFC-certified globally, compared to approximately 220 million hectares under FSC. For EU-destined packaging, PEFC certification is often equally or more accepted than FSC by retail buyers.
SFI (Sustainable Forestry Initiative) is a North American scheme governed by SFI 2022 Standards. SFI CoC requires a minimum 50% SFI-certified fibre content for the “SFI Certified” sourcing label, making it the most permissive threshold of the three. For US market packaging, SFI is widely accepted by major retailers including Walmart and Target under their supplier sustainability programmes.

Board Specification Parameters Under Certified Supply #
Certification scheme selection affects which board grades we can source with full CoC documentation. Not every mill grade is available in certified stock, and lead time for certified board can run 5–10 working days longer than commodity stock depending on our mill allocation at the time of order.
For folding carton work, we typically specify SBS (solid bleached sulphate) board in the 230–400 gsm range or FBB (folded bleached board) at 210–350 gsm. Both are available from our certified mill partners with FSC or PEFC CoC. For rigid box greyboard (chipboard), we source 1.5–3.0 mm caliper board; FSC-certified greyboard is available but carries a 10–15% unit cost premium over non-certified stock at equivalent caliper.
Key quality parameters we verify on every certified board intake:
- Caliper tolerance: ±0.05 mm for folding carton board (measured per ISO 534)
- Grammage tolerance: ±4% of nominal GSM (measured per ISO 536)
- Burst strength: minimum 350 kPa for 300 gsm SBS (measured per ISO 2759)
- Moisture content: 6–9% at intake; board above 9% moisture is quarantined and re-conditioned before press — high moisture causes misregister and delamination on our UV offset lines
- Whiteness (CIE): ≥88 for premium SBS grades used in cosmetic and food packaging (measured per ISO 11475)
On our sheet-fed offset lines, we run certified board through the same inline camera inspection system as standard stock — register tolerance is held to ±0.2 mm, and any sheet with colour delta-E above 3.0 against the approved G7-calibrated proof is flagged for operator review before it reaches the delivery pile.
Claim Language Rules and Compliance Documentation #
This is where most brand briefs go wrong. The on-pack claim language is not a marketing decision — it is a legal statement governed by the certification body’s trademark use rules, and using the wrong claim language can trigger a CoC non-conformance finding during your brand’s annual audit.
FSC claim language is strictly controlled under FSC-STD-50-001 v2-0 (Labelling Requirements). The three permitted promotional claims are: “FSC 100%”, “FSC Mix”, and “FSC Recycled”. You cannot write “made with FSC-certified materials” as a standalone claim without the registered FSC logo and your supplier’s CoC licence number. We provide brand partners with our FSC licence number and a signed CoC transaction certificate for every certified job — this is the document your sustainability team needs to substantiate the claim under EU Green Claims Directive requirements.
PEFC claim language follows PEFC ST 2001:2020 (Logo Usage Rules). The standard on-pack statement is “Promoting Sustainable Forest Management” with the PEFC logo. PEFC does not permit percentage claims on consumer packaging (e.g., “70% PEFC-certified”) — the logo itself carries the claim. We issue a PEFC delivery statement with each certified shipment.
SFI claim language permits the “SFI Certified Sourcing” label with the statement “Forests for the Future.” SFI also allows co-labelling with PEFC since SFI achieved PEFC endorsement in 2005, which is useful for brands selling in both North American and European markets from a single pack design.
For food-contact packaging, certified board must also comply with FDA 21 CFR 176.170 (components of paper and paperboard in contact with aqueous and fatty foods) or EU Regulation 10/2011 for plastic-coated variants. Certification scheme and food-contact compliance are independent requirements — we manage both simultaneously and can provide combined documentation on request.
Our Inspection System and Non-Conformance Handling #
Our CoC quality system runs on a documented intake-to-dispatch traceability protocol. Every certified board delivery is logged against the supplier’s CoC certificate number, checked for expiry (we reject any certificate with less than 30 days remaining validity), and assigned an internal lot number that travels with the job through press, finishing, and despatch.
Non-conformance thresholds that trigger a hold:
- Supplier CoC certificate expired or suspended → full lot quarantine, no production until replacement documentation received
- Board caliper deviation >0.08 mm from nominal → returned to mill or downgraded to non-certified stock with brand notification
- Moisture content >9% at intake → 48-hour conditioning room hold, re-test before release
- CoC transaction certificate missing from delivery → lot held, supplier contacted within 24 hours; if not resolved in 3 working days, lot is rejected
We conduct internal CoC audits quarterly and submit to third-party FSC/PEFC surveillance audits annually. Our AQL sampling level for board intake is AQL 2.5 (per ISO 2859-1), with a sample size of 32 sheets per 5,000-sheet delivery lot for dimensional and visual inspection.
Specification Notes for Brand Partners #
When you brief us on a certified board packaging project, we need three things upfront: (1) the target market — US, EU, or global — because this determines which scheme we recommend; (2) the on-pack claim language you intend to use, because this locks the CoC model and minimum certified fibre percentage; and (3) whether the packaging is food-contact, because this adds FDA 21 CFR or EU 10/2011 documentation to the scope.
The most common mistake we see is a brand specifying “FSC certified” in the brief without confirming whether they need FSC 100%, FSC Mix, or FSC Recycled. These are different cost and supply chain commitments — FSC 100% on a 350 gsm SBS carton can add 12–18% to board cost versus FSC Mix at the same caliper.
Our typical process: digital proof in 3–5 working days, certified board physical sample (unprinted) in 5–7 working days, printed and finished sample in 12–15 working days after artwork approval, production lead time 20–28 working days after sample sign-off. We issue a CoC transaction certificate, a material test report (caliper, GSM, burst strength, moisture), and a signed claim language approval form with every production shipment.
Frequently Asked Questions #
Q1: What is the minimum certified fibre percentage required to use the FSC Mix logo on our packaging?
A: Under FSC-STD-40-004 v3-1, FSC Mix requires a minimum of 70% certified or controlled wood fibre content by weight. The remaining 30% must meet FSC controlled wood requirements — it cannot be from controversial sources. We verify this at board intake through our supplier’s CoC transaction certificate before any job enters production.
Q2: What is your typical lead time for certified board packaging, and is there a minimum order quantity?
A: Our production lead time for certified folding carton jobs is 20–28 working days after sample approval, which is 5–7 working days longer than standard stock jobs due to certified board allocation from our mill partners. MOQ for certified SBS folding cartons starts at 3,000 units for most formats; rigid box MOQ with FSC-certified greyboard starts at 500 units due to the higher board cost.
Q3: Does FSC or PEFC certification cover food-contact compliance for our packaging?
A: No — forest certification and food-contact compliance are entirely separate regulatory requirements. FSC or PEFC certification confirms the fibre sourcing chain; food-contact compliance is governed by FDA 21 CFR 176.170 (US) or EU Regulation 10/2011 (Europe). We manage both simultaneously and can provide combined CoC documentation and food-contact migration test reports for packaging that requires both.
Q4: Can we use both the PEFC and SFI logos on the same pack for dual-market distribution?
A: Yes, this is possible because SFI achieved PEFC endorsement in 2005, meaning SFI-certified fibre is recognised under the PEFC system. For a pack sold in both North America and the EU, we can source SFI/PEFC co-endorsed board and apply both logos, subject to both certification bodies’ trademark use rules under PEFC ST 2001:2020 and SFI 2022 Standards. We handle the licence verification for both schemes on your behalf.
Q5: What happens if a board lot fails your CoC intake check — does it delay our production schedule?
A: If a supplier’s CoC certificate is expired or a transaction certificate is missing, we quarantine the lot immediately and contact the supplier within 24 hours. If documentation is not resolved within 3 working days, we reject the lot and source replacement certified stock. We build a 5-working-day certified stock buffer for active projects to absorb this risk — in practice, full production delays from CoC documentation failures have been under 2% of certified jobs in the past 12 months.
