A practical guide to identifying food-contact surfaces, separation layers, foreseeable transfer, intended-use conditions and the documents buyers should request.

The short answer: define the real contact path and intended use

Direct and indirect food contact should not be assigned from a product name alone. Buyers must identify every surface and component that touches food or may reasonably transfer substances to it, then confirm the food type, temperature, contact time, storage, barrier layers and destination-market requirements for the finished packaging construction.

What is direct food-contact packaging?

In practical purchasing terms, direct contact occurs when food normally touches a packaging surface or component, such as an unlined paperboard wall, tray, insert, coating or liner. The regulatory assessment still depends on the exact material, food type and conditions of use, so direct contact is not established by labels such as food-grade alone.

What does indirect food contact mean for a packaging buyer?

Buyers often use indirect contact to describe an outer component separated from food by another package, liner, tray or barrier. The term is not a universal legal shortcut. Components that do not physically touch food may still require review if substances can reasonably transfer through a barrier, across an opening, by set-off or under the intended storage and use conditions.

Are cake boxes, chocolate boxes and burger boxes always direct-contact packaging?

No. Classification depends on the actual construction. A burger may touch a coated paperboard box directly, a cake may sit on a separate board, and chocolates may use cups, trays or an inner wrap. Buyers should provide a contact map showing the food, liners, inserts, windows, coatings, printed surfaces and exposed edges.

Does adding greaseproof paper, a tray or an inner bag automatically make the outer box indirect contact?

Not automatically. Confirm whether the separation layer is continuous, suitable for the intended food and conditions, and maintained through filling, closing, transport and use. Open seams, ventilation holes, exposed cut edges, displaced liners or handling practices can change the real contact path.

Does compliant paperboard prove that the ink, coating and adhesive are also suitable?

No. A paperboard document covers only the material and use described in that document. Ink, varnish, coating, adhesive, window film and other components require their own suitability information when they can contact food or reasonably contribute migration. The finished construction and manufacturing process must also be considered.

Can printing on the outside of a food box be ignored?

No. Exterior printing may still matter because of set-off in stacked or nested blanks, transfer during converting, rubbing, exposed edges or insufficient separation. Buyers should specify which side is printed, how blanks are stacked, whether an effective barrier is present and what ink and curing system is used.

Why do food type, temperature and contact time matter?

Fatty, aqueous, acidic and dry foods can interact differently with packaging materials. Hot filling, reheating, refrigeration, freezing and long storage also change the exposure conditions. Regulatory documentation and testing must cover the intended food categories and reasonably foreseeable time and temperature conditions rather than an unspecified food-packaging use.

Can an FDA document be used as proof of EU compliance, or vice versa?

No automatic equivalence should be assumed. The United States, European Union and other markets use different legal frameworks, substance authorizations, documentation and testing approaches. Buyers should identify the destination market and request evidence that applies to the exact material, construction and intended use in that market.

What food-contact documents should an overseas buyer request?

Request the exact material and component specifications, supplier declarations or regulatory-status letters, intended food types and conditions of use, relevant test reports, sample identification, applicant or certificate holder, issue date, traceability and change-control information. Confirm whether each document covers raw material, a converted component or the finished printed package.

Does a raw-material test report prove the completed printed box?

Usually not by itself. Printing, coating, laminating, gluing, window application, storage and other converting steps can add substances or change exposure. The buyer should compare the report sample with the ordered specification and decide whether component documents, a declaration for the construction or testing of the finished package is required.

What information belongs in a food-packaging RFQ?

State the food type, fat and moisture characteristics, fill temperature, use temperature, contact time, storage, refrigeration or freezing, reheating requirements, direct-contact surfaces, liners or inner packs, package dimensions, food weight, sealing method, target market and required documents or tests. Without these conditions, a general food-safe request is incomplete.

What should be confirmed before mass production?

Approve the complete bill of materials and contact map, then evaluate a production-representative package under the agreed use conditions. Depending on the application, confirmation may include migration, odor or taste, grease and moisture resistance, sealing, filling-line compatibility and storage testing. Test scope, responsibility and acceptance criteria should be agreed before the order.
