The short answer: define the claim, jurisdiction and evidence

PFAS-free is not one universal test result. Buyers should define covered PFAS, intentional addition, thresholds, components, analytical methods and target markets, then verify the exact finished grease-resistant package and supplier controls.

Does PFAS-free have one global legal definition?

No. Definitions, substance lists, thresholds and claim rules vary by jurisdiction and contract. State the legal or purchasing definition used for the order.

What happened to PFAS grease-proofers in US food packaging?

FDA announced in February 2024 that such substances were no longer being sold for food-contact use in the US market, and in January 2025 determined 35 related food-contact notifications were no longer effective based on abandonment.

Does the FDA action prove every US paper package is PFAS-free?

No. It addresses authorised PFAS grease-proofing uses and market phase-out. It is not a test certificate for every finished package or every possible PFAS source.

What changes in the EU on 12 August 2026?

Food-contact packaging placed on the EU market from that date must comply with the PFAS concentration limits in Regulation (EU) 2025/40. Official guidance states there is no sell-through transition for stock placed on the market after that date.

What is intentionally added PFAS?

It refers to purposeful use for a function, but contracts and laws may define scope differently. Supplier declarations should cover the board, coating, ink, adhesive and other relevant components.

What does total fluorine testing show?

It is a screening measure for fluorine in the sample and may include inorganic or non-PFAS fluorine. Method, detection limit and follow-up interpretation are essential.

What does targeted PFAS testing show?

It measures listed individual PFAS or defined groups. A non-detect result covers only the analytes, method and limits reported and does not prove absence of every PFAS.

Should raw board or the finished package be tested?

Supplier data for each component is useful, but printing, coating, adhesive and converting create the finished article. Select representative finished samples based on the claim and risk assessment.

Does PFAS-free prove grease resistance or food safety?

No. Grease performance requires separate tests, and food-contact safety requires the applicable composition, migration, GMP and intended-use assessment.

Does PFAS-free mean recyclable or compostable?

No. Those end-of-life claims require separate finished-package and market evidence.

What should buyers request?

Request the claim definition, component declarations, no-intentionally-added statement where relevant, analytical reports with methods and limits, food-contact file, traceability and supplier change notification.
