Regulatory compliance for pet food bags and pouches is one of the most frequently misunderstood areas we encounter when onboarding new brand partners — particularly those launching in the US, EU, or Australian markets. The core challenge is that pet food packaging sits at the intersection of food-contact material regulations, migration testing requirements, and country-specific labelling laws, all of which apply simultaneously. Brands sourcing from China for the first time often discover compliance gaps only at customs or during a retailer audit, which is expensive and damaging. This guide covers the specific standards we work to on our flexible packaging lines, where Chinese-made pouches most commonly fail, and what we need from you to produce compliant packaging from the first production run.
Food-Contact Material Compliance: The Regulatory Framework #
The inner sealant layer of any pet food pouch is a food-contact surface, and this is where most compliance failures originate. The three regulatory frameworks we encounter most often from our brand partners are:
- US market: FDA 21 CFR Parts 174–186 govern indirect food additives and polymer compositions. For polyethylene sealant layers, the relevant sub-part is 21 CFR 177.1520 (olefin polymers). We require our resin suppliers to provide FDA conformance letters for every sealant grade we use in US-bound production.
- EU market: EU Regulation No. 10/2011 on plastic materials and articles in contact with food sets the overall migration limit (OML) at 10 mg/dm² and specific migration limits (SML) for listed substances. Pet food is treated equivalently to human food under this regulation — a point many brands miss.
- China domestic export: GB/T 10004-2008 covers composite flexible packaging films and bags, specifying solvent residue limits of ≤5 mg/m² total and ≤1 mg/m² for benzene-class solvents. We run solvent residue testing on every production lot regardless of destination market.
For Australian and New Zealand markets, FSANZ (Food Standards Australia New Zealand) aligns closely with EU 10/2011 principles, so EU-compliant material declarations generally satisfy FSANZ requirements as well.

REACH compliance is separate from food-contact compliance and applies to the packaging as a product in its own right. Inks, adhesives, and surface coatings all fall within scope. We maintain REACH declarations from all our ink and adhesive suppliers and can provide these as part of our compliance documentation package.
Structure & Material Specifications That Drive Compliance #
The laminate structure of a pet food pouch determines both its barrier performance and its compliance profile. For dry kibble pouches, we typically specify a three-layer structure: 12 µm BOPET (biaxially oriented polyester) / 9 µm aluminium foil or 25 µm BOPA (biaxially oriented nylon) / 80–100 µm LLDPE sealant. For wet food retort pouches, the sealant layer moves to 100–120 µm cast polypropylene (CPP) to withstand retort temperatures of 121°C for 30–45 minutes.
The adhesive used in lamination is a critical compliance point. Solvent-based polyurethane adhesives require a minimum curing period — we specify 48–72 hours at 45°C in our curing rooms — to ensure residual isocyanate levels fall below the EU 10/2011 SML of 1 mg/kg for primary aromatic amines. Insufficient curing is the single most common reason Chinese-made pouches fail EU migration testing. We have seen third-party test reports from other suppliers showing primary aromatic amine migration at 3–5 mg/kg — three to five times the permitted limit — caused by cutting curing time to meet a shipment deadline.
Oxygen transmission rate (OTR) and water vapour transmission rate (WVTR) are the two barrier parameters we specify and test for every pet food structure:
- Dry kibble (standard): OTR ≤15 cc/m²/day (23°C, 0% RH, per ASTM D3985); WVTR ≤3 g/m²/day (38°C, 90% RH, per ASTM F1249)
- Wet food / retort: OTR ≤1 cc/m²/day; WVTR ≤1 g/m²/day — achieved with aluminium foil barrier layer
- Treat pouches / semi-moist: OTR ≤5 cc/m²/day; WVTR ≤2 g/m²/day
Seal strength is tested per ASTM F88. We specify a minimum heat seal strength of 35 N/15mm for stand-up pouches and 25 N/15mm for flat pouches. Below these thresholds, seal integrity under distribution stress — particularly ISTA 2A transit testing — cannot be guaranteed.
Print, Ink & Labelling Compliance #
Printing inks on the outer surface of a pet food pouch are not in direct food contact, but they are still subject to regulatory scrutiny. In the EU, the Swiss Ordinance SR 817.023.21 (Swiss Ordinance on Materials and Articles) is the most comprehensive ink regulation currently in force and is widely used as a proxy standard across Europe pending a harmonised EU ink regulation. We use only inks from suppliers who provide Swiss Ordinance positive-list declarations for all EU-bound pet food packaging.
For US-bound packaging, we follow FDA guidance on indirect food additives and ensure all inks are formulated without restricted heavy metals. Our standard gravure and flexo ink sets are tested to RoHS limits as a baseline: lead <100 ppm, cadmium <100 ppm, mercury <100 ppm, hexavalent chromium <100 ppm.
Labelling compliance is a separate layer of complexity. In the US, AAFCO (Association of American Feed Control Officials) model regulations govern pet food label content — guaranteed analysis, ingredient listing, nutritional adequacy statement, and net weight declaration are all mandatory. We do not write label copy, but we do check that the print file includes all mandatory panel elements before we go to plate. Missing a net weight declaration in the correct typeface size (minimum 1/16 inch per AAFCO guidelines) has caused label rejections at US retailers.
In the EU, Regulation (EC) No. 767/2009 on the placing on the market and use of feed governs pet food labelling. Mandatory elements include analytical constituents, composition, additives, and species-specific feeding instructions. We flag missing elements during our pre-press review.
Specification Notes for Brand Partners #
When you brief us on a pet food pouch project, the first things we need are: target market (US, EU, AU, or other), product type (dry, wet, semi-moist, treat), and pack weight range. These three inputs determine the laminate structure, barrier specification, and which regulatory framework applies — without them, we cannot give you an accurate quote or a compliant sample.
The most common mistake we see is brands specifying a pouch structure based on cost alone, then discovering the barrier performance is insufficient for their product’s shelf life claim. A 12 µm BOPET / 80 µm LLDPE structure costs less than a foil laminate, but it will not deliver the OTR ≤1 cc/m²/day needed for wet food. We always ask for the target shelf life and storage conditions before confirming a structure.
