Clamshell & Card Blister — Supplier Qualification Guide

TL;DR: A blister supplier’s COA tells you almost nothing useful unless you know which fields to challenge and what threshold values to hold them to.

TL;DR: In our incoming inspection protocol, any PET sheet lot with haze above 8% or gauge variation exceeding ±6% of nominal fails and is quarantined before it touches our thermoforming line.

COA Field Requirements: What a Compliant Certificate Actually Looks Like #

When we receive a COA from a PET or PVC sheet supplier, the first thing we check is not the values — it’s which properties are actually tested. A COA that lists only “thickness” and “tensile strength” is structurally incomplete for blister-grade material. For card blister board, a COA missing heat-seal coating weight (g/m²) and moisture content is not usable for production qualification.

Here are the minimum COA fields we require before releasing any incoming lot:

One pattern we see repeatedly with lower-tier suppliers: they issue a COA that carries values copied from the material grade specification sheet rather than from the actual production lot. The tell is that every lot shows identical values down to the decimal. In our incoming QC-04 lot verification form, any COA with zero run-to-run variance across three consecutive lots triggers a hold for third-party retest.

The gauge tolerance column is where most underspecified COAs fail. We specify ±6% for standard PET blister sheet at 250–500μm nominal, tightening to ±4% for cards with small-cavity blisters under 15mm diameter, where dimensional variance in the sheet directly causes blister underfill or cracking at the flange.

Where Supplier Qualification Breaks Down: Three Failure Modes We’ve Documented #

The first failure mode is heat-seal coat weight drift over a supplier’s production run. We had a card blister board supplier who qualified cleanly at 7.5 g/m² heat-seal lacquer coating — our minimum threshold is 6.0 g/m² per our internal sealing specification. Eighteen months into the relationship, field return data from a retail customer indicated seal failures at the card-to-blister interface. When we pulled archived COAs across 14 incoming lots, coat weight had drifted to as low as 5.1 g/m² on four lots, with no flag from the supplier and no change in COA format. The mechanism: the supplier had adjusted their coating line speed without updating their internal process control limits, and the COA was being populated from a periodic spot check rather than per-lot measurement. Our revised SOP now requires coat weight measured at three positions across the web width, not only at centerline, with the full three-point dataset reported on the COA.

The second failure mode is PET haze creeping above spec due to regrind contamination. Blister-grade PET should hold haze below 8% per ASTM D1003 for standard retail presentation. Above 10%, the product visibility that retail buyers pay a premium for is measurably compromised — we have colorimetric data from shelf-simulation tests confirming that haze at 12% reduces perceived product clarity enough to register as a consumer complaint at a statistically meaningful rate in focus group testing we conducted across 6 SKUs in 2023. The contamination pathway is usually post-industrial regrind blended into virgin material above the agreed 15% regrind ceiling, a parameter that almost no supplier voluntarily discloses on a standard COA. We now require a signed regrind content declaration as a separate document, not embedded in the COA.

The third failure mode is caliper non-uniformity in SBS blister board causing skip-seal defects. When the board caliper varies more than ±0.08mm across a sheet, sealing jaw pressure becomes uneven, and you get intermittent cold-seal zones that pass visual inspection but fail a 180° peel test at less than 1.5 N/15mm. TAPPI T411 is the reference standard for caliper measurement. Our pass/fail threshold for incoming blister board is caliper uniformity within ±0.07mm across five measurement points per sheet. Board that fails this check gets flagged under Category C in our substrate incident tracker and returned to supplier within 5 working days with a formal NCR.

Should You Require ISO 9001 Certification as a Qualification Gate? #

ISO 9001:2015 certification is a useful baseline signal, but we would not make it a hard gate for blister packaging supplier qualification.

The certificate tells you a quality management system existed and passed an audit on a particular date. It does not tell you whether that system is actively maintained, whether process control limits are set correctly for blister-specific parameters, or whether the audit scope covered the specific production lines running your material. A supplier running ISO 9001 with an annual surveillance audit can still ship out-of-spec material for 11 months without triggering a system failure. For incoming material qualification, process capability data (Cpk ≥ 1.33 on gauge and coat weight) gives more decision-relevant information than the certificate alone. This holds for retail blister packaging — for pharmaceutical or medical device blister applications, the qualification bar is entirely different and ISO 15223 and 21 CFR Part 820 apply.

Specification Notes for Brand Partners #

When you brief us on a clamshell or card blister project, the specification details that most affect qualification timeline are: target retail price point (which determines how much COA scrutiny the margin supports), whether the blister will be machine-sealed or hand-sealed at your end, and whether the card substrate needs to meet any FSC chain-of-custody requirement. FSC-certified SBS board is available at most grades we stock, but it carries a 5–8% material premium and a 3–5 working day lead time extension for lot-specific certification documentation.

The brief gap that most commonly causes sample iterations is an undefined heat-seal temperature range. If you’re sealing in-house or at a co-packer, tell us the sealing equipment make and model — sealing jaw temperature calibration varies between equipment brands, and we pre-tune the lacquer activation range accordingly. A card arriving specified for 140–160°C sealing that encounters a co-packer’s jaws running at 170°C will delaminate or scorch.

Our standard qualification sample timeline is 10–14 working days for card blister and 12–18 working days for formed clamshell, assuming substrate is in stock. Custom PET gauge or specialty board grades add 7–10 working days for material procurement.

Frequently Asked Questions #

What fields on a COA are most likely to be fabricated or copied from a spec sheet rather than actual lot testing?

Tensile strength and heat-seal coat weight are the two we see copied most often. The indicator is zero variance across multiple lots — real production data always shows some run-to-run spread. For coat weight specifically, require a three-point web measurement report, not a single centerline value, and compare results across at least three consecutive COAs before approving a new supplier.

What AQL level do you apply to incoming blister sheet inspection?

We inspect incoming PET and PVC sheet at AQL 1.0 for critical defects (inclusions, gel spots, gauge band defects) and AQL 2.5 for major defects (surface scratches, roll tension variation) per ANSI/ASQ Z1.4. This is tighter than the AQL 4.0 some commodity sheet suppliers quote as standard. The difference matters for small-format blisters where a single gel spot in a forming cavity creates a visible cosmetic reject that a retail buyer will flag.

Is regrind content in PET sheet always a problem?

It depends on the regrind source and percentage. Post-industrial PET regrind below 15% from a controlled, single-material waste stream is generally acceptable for non-food retail blister; haze and impact performance stay within spec. Above 20%, or with mixed-source regrind, haze climbs unpredictably and impact resistance at the flange drops enough to cause snap-cracking during consumer opening. For any food-adjacent or cosmetic blister application, we default to 100% virgin PET and require an FDA 21 CFR 177.1630 compliance letter from the resin supplier.

How do you handle a supplier who refuses to provide a full COA with per-lot data?

A supplier unwilling to provide per-lot COA data is not qualified for production use, regardless of their sample quality. Samples are made with attention. Production runs are not always made with the same attention. Per-lot traceability is a minimum requirement for any corrective action process — without it, you cannot isolate a defective lot once product reaches retail. We require COA traceability to match our incoming lot number on every delivery, logged against our QC-04 form.

What’s the typical lead time impact if incoming material fails inspection and needs to be returned?

Return and reshipment from our facility typically adds 10–15 working days to a production schedule, assuming the supplier ships replacement material promptly. If the failure requires a supplier root cause investigation and process correction before reshipment, the delay extends to 20–30 working days. This is why pre-shipment sampling on new substrate lots — particularly for high-volume or tight-deadline programs — reduces risk more effectively than any after-the-fact incoming inspection can.
