Why a Custom Printed Tin-Tie Bread Bag Inquiry Could Not Be Quoted Like a Standard Bag at 250–2,500 Pieces
A premium bakery-bag request combined a custom size, full-colour printing, tin tie, a narrow front window and finished-bag food-contact documentation. Its requested volume could not absorb the fixed setup required by the complete specification.
Inquiry issues that block quotation
The correct first step is to analyse what the inquiry does and does not define, not to treat a reference bag as a production drawing.

Why 250–2,500 bags do not fit this complete specification
Custom size development, full-colour print preparation, dedicated narrow-window development, tin-tie conversion preparation and the food-contact material/documentation route create fixed setup costs. Those costs do not fall in proportion to a small order quantity.
At 250–2,500 bags, the setup is spread across too few finished bags and the unit cost becomes disproportionately high. For this exact full-custom food-contact bag route, the operator-approved practical production range is 30,000–50,000 bags. This is a project-specific recommendation, not a universal industry MOQ.
Sample, shipping and delivery are separate decisions
Physical construction samples, window/material swatches, print approval, air or ocean route, DDP assumptions and the requested delivery date must be confirmed independently. An arrival request is not a production or compliance commitment.
